A per user license is available based on the number of users that access the server, regardless of the devices they use. For example, one employee who uses a desktop at the office, a laptop when traveling and a PDA only requires one license. Per user licenses are beneficial when you have more devices than users.
A per device license is based on the number of hardware devices that access the network. For example, a call center with three shifts would only need to pay for a single license per desktop. Per device licenses are beneficial when you have more users than devices.
