In addition to the server OS itself, Client Access Licenses, or CALs, are required for each user or device connected to the server. Microsoft Windows Server 2003 makes it easier and more cost-effective than ever to acquire the proper licensing. In addition to the commonly used User and Device CALs outlined below, there are Terminal Server CALs and an External Connector License for situations where a large number of external users will connect to a server.

User CALs vs. Device CALs

A new benefit of Microsoft Windows Server 2003 is the ability to purchase CALs either per user or per device .

A per user license is available based on the number of users that access the server, regardless of the devices they use. For example, one employee who uses a desktop at the office, a laptop when traveling and a PDA only requires one license. Per user licenses are beneficial when you have more devices than users.

A per device license is based on the number of hardware devices that access the network. For example, a call center with three shifts would only need to pay for a single license per desktop. Per device licenses are beneficial when you have more users than devices.
