The following article provides information on an issue with the Security Center in Windows 7 not seeing Norton Internet Security as running, even while the program itself is saying it is.
You may see an issue where the Windows 7 Security Center reports that Norton is off - when the program itself reports as being active.
If this is the case, then please follow the steps below.
This is a problem is caused where the Windows Management Instrumentation is unable to communicate with the Norton product correctly.
Click the Start button, and then click All Programs > Accessories > Run.
In the Run dialog box, type the following text: regsvr32 /u WMIUTILS.DLL
Click OK.
Restart the computer.
Click the Start button, and then click All Programs> Accessories > Run.
In the Run dialog box, type the following text: regsvr32 WMIUTILS.DLL
Click OK.

If this action alone does not resolve the issue, then the Norton product will need to be uninstalled and reinstalled.
