From Server Manager click Roles in the Sidebar
As you can see under the Remote Desktop Services Role, Licensing is not installed on the Remote Desktop Session Host machine. You may or may not want to install it on the same machine, but for this walkthrough that's what we will do.
Click "Add Role Services".
Select Remote Desktop Licensing and click Next.
Next click the checkbox for "Configure a discovery scope for this license server".
You will need to select the appropriate scope based on your environment. For most purposes, "This Domain" is selected.
Now that Remote Desktop Services License Server is installed it will need to be activated through the Remote Desktop Licensing Manager console. This can be found by going to Start > Administrative Tools > Remote Desktop Services > Remote Desktop Licensing Manager.
From here you will see a red bang on the server. This is because it is not yet activated. To activate, right click the server name and click Activate Server.
A wizard follows asking how you want to activate.
We will be choosing "Automatic connection".
Fill in appropriate information and click Next.
Upon successful activate you are given the option to start to install licenses.
This will need to be done before more than two connections can be made.
Note: RDS CALS can be installed per device or per user as per the type of licenses that were ordered. Correct configuration is important to avoid breaking your license agreement.
