MSGSRV32.EXE is an internal Windows utility that mediates communication between applications. It performs several interactive tasks necessary for Windows operation. Some of its functions are:

• Manages Plug and Play messages in system operations
• Manages automatic responses to Setup programs, checks for overwritten Windows files during Setups, and optionally restores the Windows versions of overwritten files
• Displays the initial logon dialog box if networking is enabled
• Plays the system startup and shutdown sounds
• Loads Windows drivers at startup and unloads them at shutdown
• Runs the shell program (usually Explorer.exe) and re-runs the shell if necessary
