4. Fix BITS051066 [FC] Sometimes PSU presence detect deasserted and asserted when plug out PSU power cord
5. Add inlet temperature debounce, when FCB reads inlet temperature is larger than 10 degree c compared with previous reading, it will print debug message, drop reading, re-initialize AT73C508 and re-read gain. When debug console command set inlet_tmp 0, it will also re-initialize AT73C508 again.

2. Run with Batch file.
Dos:
execute dos.bat to update FCB.

Linux:
execute linux.sh to update FCB.
