3. Fix BITS049630 [FC] SNMP psuConfiguration should include 1+1, 2+0 ,2+1, 3+1, 22, 4+0 , current is 4+2,5+1 .
4. Fix BITS051066 [FC] Sometimes PSU presence detect deasserted and asserted when plug out PSU power cord
5. Add inlet temperature debounce, when FCB reads inlet temperature is larger than 10 degree c compared with previous reading, it will print debug message, drop reading, re-initialize AT73C508 and re-read gain. When debug console command set inlet_tmp 0, it will also re-initialize AT73C508 again.
