Dell OptiPlex System BIOS, A04

The following changes were made to the A04 BIOS for the A06 BIOS:

1) APM issues device commands in SMM.

2) Fixed APM to issue power up/down commands to peripherals in SMM.

3) Turbo/Deturbo switching done in SMM.

4) Implemented <\> Turbo/Deturbo hot key.

5) Password checked after exiting Setup and before OS booting.

6) Fixed the problem with #9 GXE64 Video card losing its video at
the end of POST.

7) Fixed the problem with WINICU having General Protection Failures.

8) Fixed the problem with Real Time Clock not being updated correctly
when in Power Managed mode.
