Dell OptiPlex System BIOS, A03

The following changes have been made to BIOS rev A02 to create A03.

1. Support faster Celeron CPU's (updated max speeds, new CPU microcode).

2. Change copyright to 1999.

3. Fixed possible Teac CDROM non-boot problem.

4. Updated L2 cache initialization code to intel's latest.

5. Alter fan support to keep system cooler (keep fan running if installed but not needed).

6. Fixed no-setup problem if no bootable PnP devices.

7. Fixed boot problem with Adaptec 1542CP adapter in PnP mode.
