Aurora R8, 2080 Ti fan speed max is not max!
The 2080 Ti in my Aurora R8 reports it is running at 100% when it hits 5500 RPM.
However, there seems to be a hardware feature that kicks in at 83C that increases the fan RPM to 6500.
It is very annoying because you can't set a curve to gradually increase to 6500. Instead it just fluctuates between 5500 and 6500 every few seconds when gaming or running Folding@home.
I've had to underclock the card to avoid having the fan fluctuate from 5500 RPM and 6500 RPM.
As you all know the 2080 Ti is very expensive and I'm not able to use it to the full potential. I would much rather be able to have it run at 6500 RPM all day instead of bouncing back and forth. At least then you can acclimate to the louder sound.

Forgot to mention:
1) I use MSI Afterburner to set my fan curve because that is the only program that I've found to manage fan curves for this card. AWCC doesn't mention the graphics card at all.
2) I use HWiNFO to monitor the GPU temps / fan RPM / reported fan %.
In someones great wisdom at DELL or whoever controls the cards firmware the GPU fan percentage is under reported to third party programs, so that it can enable full blast mode independently when it hits a certain temperature.
This may be an under reported issue because the GPU fan dB output at 6500 is still less than the dB output of the stock front case fan at 100% which sounds like a jet engine. But I recently swapped out the fans for quieter ones so now the GPU is loudest fan in the case.

I see that you've come to my rambling thread so maybe we can discuss more there.
Specific to this issue you're seeing/ hearing, there's only 1 thing I can say. You will continue to hear the loudest piece of hardware as you stamp out the noise from each one. With my R8, after I made the GPU silent with a Kraken G12 mod, the PSU fan was driving me nuts. After I got a PSU with hybrid fan mode, it was the CPU pump.
So you would think that my orange julius doesn't have that problem right? Nope. If my D5 pump goes between 2000-3000 RPM, it bothers me. Strangely it becomes quiet again > 4000 RPM.
FAH is very taxing on the GPU. Even worse if you get Core21. Have you checked out @coldfish_91 mod to add a 240mm AIO to his 2080 Ti?
