Aurora R4, AWCC 3.5 won't install?

Brand new hard drive. Windows 10 64 bit Home. Won't install AWCC 3.5. I have updated everything. Followed YouTube and forum suggestions. Tried to install and run the setup files under different compatibly as admin ect anyone got any other ideas?
