Reducing CPU Core Temps
Besides the obvious - replacing the stock cooling system, you can also try this.
In the CC most will set the AlienFusion to High Performance. Doing so will set the CPU to 100 percent for both the max and minimum power setting.
Go into Control Panel / Power Options.
Once there the power plan should show High Performance.
Select Change Plan Settings
Below the two pull down menus select Change Advance Power Settings.
When the pop-up box opens, scroll down to Process power management.
Here you will see options to change the max and minimum processor state. You can leave the max at 100 percent so those few times you need 100 percent it won't be limited. However, reduce the minimum processor state to around 10 percent or less. There is no need to produce excessive CPU heat when 100 percent is not needed.
Also in this section is System Cooling Policy. Make sure it is set to Active.
Before I did this my 990x was always running at 100 percent ( roughly 3.6MHz) when sitting at idle. At 10 percent minimum it drops to 1600 MHz or lower and produces several degrees less Celeus.
Ambient temps are around 65F / 18C.
Doing this does not affect the High Performance setting in Alienware CC.

Mine came with a couple of power options. One is called Balanced and does just what you proposed. Why not use it and leave the other one alone in case somewhere down the road you may need it and then won't have to go change a bunch of stuff. Other thing is you can look to the left on the power option menu and create your own plan calling it what you want.
