identify all filesystems on VNX for NDMP backup
Question..............
Is there a command I can run from the Utility node to identify all possible filesystems I can backup
on a VNX/EMC device?

Not from the Utility node, no. If you have an NDMP accelerator installed and configured, the avndmp command has a --browse option you might use.

From the accelerator, you can run avndmp --browse --fileradd= --filderpws= --fileruser=
Note that this will only browse at the filesystem level, not the subdirectories beneath.
