On Power UP the Power LED/Button should begin to flash green
– The power button for each SP is also the power LED
– The power LED/button blinks according to the power-up cycle
– ¼ Hz, 1 Hz, 4 Hz, and then steady green
If it does not stay steady, then it's either in the power up state (the blinking stated) or it has encountered an issue that is preventing it from booting up completely. Try turning off the power, wait a couple of minutes then try powering up again. If you have the dual SP model, the other SP may show the same state. If the other SP is showing a constant Green lite, then it's powered up and ready.
If the Power light is blinking fast, then medium, than slow, then back to fast again, that indicates what's called a "rolling reboot". The SP is trying to boot, it gets to a certain point, fails, then starts over.
You'd need to open a service call with EMC or the partner where you purchased the array from to see if they can help. There are a lot of different reasons why this is happening, you may have a bad disk, the software is corrupted, there is a failed component, etc.
