It seems you have forgotten the IP Address to access the CX4.
Anyhoo, You can connect using to CLARiiON using Service LAN ports. You would only need to connect to one either SPA or SPB.
Configure your service laptop to use the address 126.96.36.199/24, plug the cable to Service LAN Port and try to ping 188.8.131.52 or 184.108.40.206 (the default service addresses for SPA and SPB). If this works you can browse to http://220.127.116.11 and try with the default access credentials i.e. (admin/password). If this doesn't work out for you then you will need to create a PPP Connection to either of the SP.
