Is there a way to stop the Site Cookies Pop Up after opting out?

One of the most annoying things on the Dell website is the constant pop up requesting for cookies to be accepted or rejected.  When I opt out of the cookies, the pop up re-appears every time I click any other link to navigate the site.  Is there a way to stop this as it doesn't happen on any other site i.e you only have to choose once but on Dell it pops up, again and again, every time you click a link? Am I doing something wrong?
