Dell Cloud Recovery Cannot Download

Inspiron 3650.  The system was upgraded to a solid state drive.  SMART is OK and the drive had Win10 1903 installed and working well.  Dell Cloud Recovery fails at 0% trying to download the system recovery data.  It is an issue on Dell's side.  Are you able to investigate and solve this Dell issue?  @DellCares does not care, "the system is out of warranty, try contacting support" (AKA spend money to fix our problem).
