Paypal Payment Processing

I have been trying for several days now to complete a purchase using the paypal payment option.  Each time I choose paypal and click continue, the screen goes white, nothing, nada.  I have not been able to navigate the maze of sales support, customer service, paypal business support organizations to actually get to someone who can help me do one simple thing, purchase a dell tablet using a dell offered payment option.  What gives?  Dell did perfect online computer purchasing or didn't they?  Can someone please respond with help?
