Trouble Accessing Invoices

When I go to the Premier Invoicing Report and click on an invoice number, instead of downloading the invoice it takes me to the Email Dell Order Support page.  When I go to an order and choose Invoice in the drop down, it asks for our Dell Partner ID, which no one seems to know what that is.  How can I easily access our invoices?
