How can we get unavailable of communication with NTP server or SMTP server?

How can we get unavailable of communication with NTP server or SMTP server A.S.A.P? Because I assume usually it's impossible to find it (can we get the alert or something for the unavailable?) when they get impossible after we set them correctly. Is this the design for Data Domain?
