Dell Bios Provider 1.2 Compatibility

I've tried to install on OptiPlex 3040 after I've installed vc++2010 and vc++2012 x64 but I get back an error about the PS Drive DellSmbios could not be created...

I believe the 3040 is not compatible.  This works on the 3020 and the 3040 is NOT in the compatibility list.

please advise
