530S won't start after storm shut down - advice needed
The power supply green light is on, but not running, the orange light on the mother board is on. the power button doesn't light up or do anything. I unplugged the 24 pin and jumped it with a paper clip and the PS started running. I plugged in the jumped 24 pin and a yellow light (should be blue) on the start button came on with the MB fan in high speed. If I remove the Jumper, everything turns off. I do not see any popcorned condensers on the mother board or power supply. I was able to get a blue light start button once and everything ran nice for several days even did a restart several times all went well. but when I shut down and disconnected the power to move, I was back to square one.

Start by replacing the motherboard battery. CR2032, ~$2.00 @ discount stores. If nothing else, you'll rule out the battery.

Is the power button LED, Steady Blue, Blinking Blue, Steady Amber, Blinking Amber, or off?
Are there any 'Beeps', if there are please post the sequence of the 'Beeps'?
Does the power supply fan run?
Is there a discrete graphics card installed, or are you using the integrated graphics?

The power button LED light is off
There are no beeps
Power Supply fan does not run, will run when its jumped with wire and when you plug the jumped 24 pin into the Motherboard, the fan runs at high speed and the power button is orange instead of blue, there are no beeps
The graphics card in integrated

With a wire jumper (in a green & black pin) in the 24 pin main power slot, the light is solid orange

Forget the jumper, reconnect the PSU 24-pin P1 connector to motherboard, to have the system in it's default state and try starting it, then what is the status with power button light and the 'Beeps'?
What colour is the light and is it blinking, or solid?

After fooling around with a paper clip jumper for several hours for the last few days I was once again able to get a blue start button light and everything powered up is running fine.
This does not answer the question as to whether it is a mother board short or a power supply problem or what ever.
Looks like I will just have to start by purchasing a power supply and see if that makes a difference. I will not shut down and hope for no neighbor hood power failures

The green light on the power supply, does not indicate that the PSU has no issues, it only indicates that power from the outlet/surge protector, is reaching the power supply.
The amber/orange LED on the motherboard is the 'Standby' Power Light, aka 'Flea Power', that only indicates that +5VFP power is reaching the motherboard, not that the power supply does not have any issues, or has not failed.
As the power supply light is not lite, this usually indicates a PSU issue, best to install a 'known' working unit, as a 'known' working power supply is required to test both the system and the motherboard for any issues, or failures.
Note: The only 100% method of testing a PSU, is to install a known working power supply.
The power supplies used in Dell slimlines like the 530S, 540S, 220S and Vostro 200S are standard 250w TFX units, that are sold on www.Newegg.com and other online sites.

Replaced the power supply, there was a short on the 12v side.
