AIO 2320 power cable: 180W vs 150W

Power cable died on my AIO 2320. Original cable was 180W / 9.23A. Replacement I bought is 150W / 7.7A. Computer returns an error message on boot up and says something about "adjusting performance" due to the smaller power supply, then boots and seems to run normally. 2 questions:

Is this damaging to the computer?

What's the actual effect on performance likely to be?

It won't damage the computer, but will limit the performance of the system when heavy demands are placed on it.

It may also shorten the lifespan of the adapter -- akin to what happens if you try to tow a trailer routinely with an economy car - it's just not up to the task.
