ATI TV Wonder Digital Cable tuner & video capture?

Can the audio/video inputs of this card be used with video capture and editing software?  I'm looking at the XPS 420 with this and would also like to have something that I can use for camcorder video capture.  I don't see an additional option for adding a board dedicated to that (like the Dazzle on some other systems) so I'm hoping this board can be used for both.
