ATI video card help

Hi!

 

I just replaced my original video card with new  ATI 9250  256 mb DDR on my Dell  Dim.3000. I disabled  original card first and instaled the new one. It launches fine .But, i do not see the start

button or control panel to shut down or enter other applications. I have to hard shut down. Please

help how to get to the stat button display at the botom. I am using 15" mitsubishi monitor.
