You forced it off before the update was finished.  You bricked the machine its dead forever.

The solution is to replace the motherboard.

If there's a Dell warranty in effect, contact Dell Technical Support about replacing the motherboard.

Explain that you attempted to update the Bios using the Dell supplied file from Dell's File download.

You can try clearing BIOS:

  1. Power off, unplug
  2. Press/hold power button for ~15 sec
  3. Open case and remove motherboard battery
  4. Press/hold power button for ~30 sec
  5. Reinstall the battery (right-side-up!)
  6. Close case and try to boot with only mouse, monitor and keyboard connected.
