CPU Upgrade leads to steady amber and no boot

I have an XPS 710 with 4GB memory, and nVidia GTX8800 and an e6400 2.13 GHZ. I think it has a 750w power supply but I can't tell by looking at it - though it seems typical for the XPS 710 line. No?

Anyway, I got an e6700 3.2 GHz 65W CPU to upgrade with. After installing it and putting in the plug the power button goes solid amber, the fans all blow at max power and it never stops. Replace the e6400 and it is fine. Put the e6700 in again and same issue.

I did research before and found others had e6700 CPUs in their machines so this seemed like it should work. Any suggestions? I've dropped back down to the e6400 for now. I hope I didn't just blow $71 for nothing.

Yes. Everything is up to date. I believe the problem is that there are two e6700's. The 2.66 GHz version is compatible and the e6700 3.2 GHz version is not due to some architectural changes in Wolfdale. So it looks like I've got a CPU I can't use.

Prior to installing the processor, did you check that BIOS version 1.4.1 was installed, when support for new processors was added?
