Can I move an Intel Pentium 4 into my Dell Optiplex 745 SFF? Will it improve performance?

Hello! I have a Dell Optiplex 745 Small Form Factor, and a Dell Dimension 3000 Home. My question is, can I put the CPU from the Dimension (Pentium 4) Into the Optiplex, and will it make it better? Currently my Optiplex has a Intel Pentium Dual-Core. Which has 1.6 Ghz While the Pentium 4 has 2.8. 

Recap: Wondering if I can move the better processor into another computer to improve performance.

You can't move either one either way.
Different sockets and chipset.

You are also confusing MHZ with speed.

Dual Core Pentium 1.6Ghz is 2 cores and better pipelines so its faster than 2.8 Ghz Single Core Netburst CPU.

This is why a Tulatin Pentium 3  1.4Ghz is faster than 2.0Ghz Pentium 4.

The pentium Dual Core is LGA 775 and the 2.8Ghz Northwood cpu is Socket 478.
