Create Recovery Media doesn't work

Create Recovery Media

Select Backup Media

Choose Flash

Continue

Select drive below and click start  (clock winding icon)

There are no drive choices below, and the start button is not populated  (empty box)

I have a flash drive inserted into usb port, as well as a usb hard drive (western digital)

Please help
