You need to buy a new or newer computer. The only thing to try is to replace the $2 CR2032 coin cell battery on the motherboard. A $2 investment is all you should spend on the obsolete computer.

The most frequent culprit is the power supply, but that's just a guess. Barring the use of expensive equipment like an oscilloscope, the only way I know of to find out is to swap in a known good working power supply.

A blinking amber power button light, usually indicates a power supply issue, replace the power supply with a know working unit, to see if this makes a difference.

The 5150/E510 does not use a Dell proprietary power supply, you can use most standard generic ATX power supplies with either a 24-pin or 20+4-pin main motherboard power connector and two SATA power connectors, this can be purchased from most local, or online computer stores.

As this system has an open back panel, a power supply with or without the on/off switch can be used.

I replaced PSUs in several E510 or 5150 systems with an antec earthwatt 380 PSU and two are still running today.

pcpartpicker DOT com/parts/power-supply/#m=52,11,14,71,441&t=4&W=350,520&sort=a9&page=1

replace the DOT with a . and you'll see a couple that are under $30 US.

But, XP is end of life without any security updates so it becomes a risky system to use. (my opinion)

The ones I have still running run old software and are not on a network so security updates are not a concern.

For under $100 you could pickup a refurb Dell of some form that will be faster and have Windoze 7.

Some examples. I'm not recommending or suggesting you buy from new egg but it was easy to use as an example.

AMAZON and WALMART carry these as well as many local shops.

Getting a Tower will allow you to migrate parts and keep a non proprietary power supply.
