Dell Inspiron 580 PSU and Graphics Upgrade Recommendations

I've got an Inspiron 580 (mini tower not slim) and I'm looking for current recommendations for upgrading the PSU and graphics card. I'm looking to get the most bang for my buck while obviously still working with the current motherboard.

I've hunted around on my own and have heard about people buying PSU's that don't fit or are incompatible with the motherboard so I'm hesitant to buy one without first asking for some expert advice.

And as far as the graphics card goes I'm worried about spending money on one that is overkill. Where some other component of my system keeps the card from working at it's maximum potential.

Budget wise I'm hoping for a combined cost of ~$150. 

I've found some threads similar to my request but they're all 3-4 years old.

Power supply will be around $99 and the Card would be $50 then.

Its upgradeable if you have a TOWER not a 580s

A bit better card would be R7 250 but it will be over budget if not on sale.

I have the tower model so that's looking good and the power supply seems spot on (in fact Newegg has it for $69). My only question is; Will I see a significant enough boost with the ASUS 6450 graphics card over my old Radeon 5450? Or is there a better card option in the $90 range that has 2G of memory?
