Dell Optiplex 160L - How to convert from Korean OS to English

I picked up the desktop off the sidewalk and fired it up. It works, but it's in Korean.

Is there a 'pictorial' or video explanation of how to convert the operating system to show everything in English? I ask for pictorial because if someone says "go to control panel, and click on X" I can't do that, because none of the folder names appear in English

There are no conversions to english.  Only windows 7 Ultimate and Enterprise have language packs.

Complete reinstall with english version of software is required.

I checked every sidewalk and I don't find Korean grocery store Point of Sale terminals just sitting on the sidewalk.
