Dell XPS 730x - Fan Problems - Always Running at 100% even at idle

I just got my XPS 730x and it is super fast .  But it is Super Loud as well and I think something is wrong !!!  - The Fan is Airplane Like Loud. 

Without any programs Running it seems to be running the front fan at full speed all the time - 3859-3865 RPM at idle. 

Is this normal? Is the temperature of 80+ normal with no programs running?

The XPS Thermal monitor says - Front CPU Fan 3862 RPM  - Rear CPU Fan 1445 - PCI Cage Fan 1301 RPM - HDD Fan 1996 RPM ESA Board Temp 80.6F - Rear Temp 77F - Front Temp 89.96 F - Internal Temp 84.2 - Ambient Temp - 80.6 - Front CPU Fan 1% - PCI Cage Fan - 10% - HDD Fan 54%.

No, this is not normal, the system should be quiet.

As this is a new computer, you need to contact Dell's Technical Support ASAP about this.
