Dimension 5150 sees no boot devices

Up until a week ago, this PC was apparently running fine. It's supposed to be running 24x7, so I assume windows update caused a restart. I was told that it would not boot. I discovered it would not POST (no splash screen, just a blinking underscore). After pulling a RAM stick, it booted.

Now I'm faced with a new problem. It cannot find any boot devices: Both ODDs, and the HDD. The HDD was working fine last I checked. Nothing in terms of configuration were changed (HDD is SATA, and is on autodetect). ODDs are PATA, and were working before. I thought it could be the RAM, so I switched with known good. No effect. My next step is to switch an ODD and to try a USB ODD. However, for all devices, CMOS setup says "Not Present".

Perhaps we were victim of a lightning strike, and this is the result.

USB ODD works.
HDD connected via USB to another computer work. However, I just noticed an odd behavior. A minute after plugging it in, it spun down quickly. Didn't seem normal. After trying to browse a file, the hard drive spun up again.
