I have two Inspiron 20/3048s. Is there anyway to use these two PC's as a dual monitor system?

They can be connected to a single monitor by means of what's called a KVM (keyboard-video-mouse) switch).
Or, if on a network, remote control software can be used to run one system from another (Windows Pro and Enterprise required for outbound connections, so at least one system must be running Pro/Enterprise). All recent versions of Windows support inbound connections.

Not possible. They do not have any video in ports to connect each other. The Inspiron 3048 only has an HDMI out port which would be used to connect a monitor or TV.
