How do I boot into Recovery Partition / Win RE during boot up?

By pressing one of the F keys on my old HP I could access the WinRE to reset my pc which reformatted the C: Drive and reinstalled windows, how do I do this on a DELL.? I have the Inspiron 5675 is that helps. I found this but do I need to be in Windows to boot into WinRE. Reinstall Windows 10 to the Dell factory image using the Windows Recovery Environment (WinRE) . This option says it formats the drive and reinstalls windows is this the same as reformatting and reinstalling from a disc or usb, if I had a virus or malware it will be gone correct?
