Bois version 3.2.3 on this 3650 i5 6400 has no option to turn turbo boost on or off. It came with win10 and now is running win7 64. If I am not mistaken this fact should have nothing to do with the option missing so any ideas?
Who did the install of Windows 7? Were the chipset drivers correctly installed?
This is a Skylake platform and while Intel has some drivers for it, Microsoft never updated WIndows 7 to work with the Skylake power management features --- some won't work with OSes earlier than Windows 8.
Appears at least this Dell has it on by default with the on/off option removed from the bios. Below is from the Intel processor diagnostic tool. I will point out I did get gypped out of .00012 GHz - lol
