Inspiron 3647 Processor + RAM upgrade

Hello,
I have an Inspiron 3647 bought in 2014 and I would like to upgrade it.

Its default setup is (factory):

Core i3-4150 3.5 GHz
1x 4 GB DDR3 SDRAM 800 MHz

Motherboard: 02YRK5 BIOS: A08

Searching Dell site, I found this pdf (HERE) that shows possible setups.

I was thinking of using these parts:

Core i7-4790 3.6 GHz
2x 8 GB DDR3 SDRAM 1600 MHz

My question is: If I buy these parts will it work? I mean, is the computer factory locked with its default parts?

I'm already using a GTX 750 Ti and it works, but since there was no offboard GPU in it when I bought it, I didn't think it would be a problem.
