Inspiron 530 CPU fan on 100% after RESTART

Brand new Inspiron 530. Every time I SHUTDOWN then power up, behaves fine. If I do  RESTART, CPU fan comes on loud and fast and stays on until next shutdown. Happens even after PC goes into SLEEP mode. Any ideas how to fix? Dell support has suggested Power Supply. I don't know why a PS would act differently for RESTART than for SHUTDOWN + start. This is Q8200 model, no video card,  no mods to hardware or software. PC is just as it came from box.

db2ericp,

Is the PC power cord going directly into a grounded 3 prong wall outlet? If not, try it there and see if the issue continues. What bios version is loaded?

FWIW, another 530 on same outlet (without a GPS) does not have this problem. Nor did the predecssor 8400 which was on the same power supply as the new 530.

I will try without  UPS this evening. Will also move to different outlet (brand new outlet installed by electrician)

Take the UPS out of the testing process.

If the heatsink is loose it would behave that way.

I have no issue with bios 1.0.15

PC cord is going into UPS which is going into grounded outlet. I tried BIOS upgrade but website said I was on latest.
