That is a video failure. What hardware changes did you make prior to the issue?
Possibly the beeps are "memory beeps". They happen when your system isn't detecting memory. You may want to try to reseat the memory in your system, the steps to do so can be found on www.support.dell.com

If you have a video card installed, try opening the case, then remove and reseat the card.
