Inspiron 530 upgrade/maximize

I would like to get the most out of this PC. This is as stock as it gets currently. Given it's age I should be able to make some relatively cheap upgrades to significantly increase the speed (I think).

Might help if you said what you use the PC for (eg, gaming, video etc) and what you hope to gain by upgrading.

Just glancing at your specs, you don't have very much RAM, though 32-bit Win 7 can only use ~3-3.5 GB of RAM. You could add another 2 GB, even though you won't be able to use a portion of that added RAM.

This system probably will support 64-bit Win 7 and you have 4 RAM slots so you should be able to get to use at least 4 GB of available RAM, and maybe even 8 GB, though Dell hasn't tested it for that much RAM (and probably will require you to flash BIOS to the latest version, if you don't already have it.

Only you can decide whether to invest $ in an old system or look for a new one...

This system probably will support 64-bit Win 7
It will support 7 x64, and probably 10 x64. (I have a similar model, a Vostro 220s, configured with 10 x64.)
