I can't guarantee the wheel will work when the mouse is connected to a USB2 port and the USB3 driver is installed.
You might consider going to the Intel download site and letting their scanner examine your hardware and recommend drivers. Maybe there's a newer version that fixes the bug affecting your mouse wheel. Though, I don't remember anyone else reporting this problem so you are unique...

Intel stated all drivers are current and up to date, so I'll go with that. Thanks for pointing me to the Intel site - didn't know it existed. I think the bug was introduced by Dell.
