I have the same issue.  My office gave me a Dell keyboard with smart card reader but no driver.  I've spent an hour looking on this site and even called solution center.  Of course, I spoke with someone half a world away (nice fellow) who didn't help after 30 minutes on the phone.

Did you try installing the KB to see if windows 7 recognizes it? The keyboard will most likely work since win 7 will install drivers for any keyboard. The problem might be the smart card reader. Search for the software, driver(?) for a smart card reader. I found these results: search.dell.com/results.aspx

The keyboard works fine and the software enabling the smart card is able to read the card when inserted.  However, when I go to URLs requiring the whole process to work, it doesn't see the smart card.  I've given up and installed a generic SCR3310 - problem not solved, but found a work around.
