Loud fan noise - Inspiron 530S

Fan runs continuously on high speed (very loud).  At startup it runs on high for a second or so then goes to low.

However, when waking from "sleep" mode it runs on high continuously.  I have to reboot the computer to make it stop.

I have already installed the latest BIOS update, but to no avail.
