Yes, the motherboard can be replaced, but you will need to install another Dell OEM Inspiron 3847 88DT1 motherboard.
If you have an active warranty in effect, contact Dell's Technical Support.

It is my understanding that the OS key is imbedded in the bios. How do I reset the code?

I do have a warranty but would it cover the motherboard replacement due to a-c power failure?
