New video card old PC, BSOD PLEASE HELP ME!!!

Hello there!

I just bought a Radeon HD 7790 tried installing it into my Inspiron 530 and I'm having some bad issues as a result, PLEASE HELP ME!!

Initially after inserting the new card the computer would start up, but it would only display a modified boot screen with no Dell logo and just the options F2 and F12 as well as some info about bios. After that it would only display a black screen, I could hear the Windows welcoming sound but no visual output coming from the computer.
Tried using my phone utilizing an app called Pocket Could, that aloud me to see what was happening with the computer and as expected it seam perfectly fine except that it would not display anything to my monitor. I thought I should installed the video card drivers so I did.
I restarted the computer but to my disappointment the same initial response with the modified boot screen reappeared, and to add to my frustration after a minute or two a blue screen of death came after that.
The computer restarted and continued to repeat the same actions over and over until I would have to shut it down manually.

my specs

OS Name Microsoft Windows 7 Professional
System Type x64-based PC
Processor Intel(R) Core(TM)2 Duo CPU E4500 @ 2.20GHz, 2200 Mhz, 2 Core(s), 2 Logical Processor(s)
BIOS Version/Date Dell Inc. 1.0.3, 12/07/2007
RAM 3.00 GB
PSU vx550W Corsair

The Blue screen

Attempt to reset the display driver and recover from time out failed.

POST:
The monitor is plugged to the new 7790, an the computer runs fine when I pull out the video card and run it from the m/b.

ATTEMPTS:
So I tried plugin the monitor to the m/b output but there is no signal, I disconnected the 7790 and then I got it. went to bios but there is no options similar to auto or discrete, I only have under Advanced Chipset Features:
Init Display first, video memory size, dvmt mode and dvmt/fixed memory size.

Also I noticed that when I connect the monitor to the video card it gives me the BSOD but if I leave the monitor disconnected it runs normally and I can access the computer via my phone, I got the latest drivers from AMD but it still crashes.

Yeap, the card is firmly seated in the pci ex. I cant get a signal from m/b wile the card is in there, the computer runs, but the bios I guess ignores the the internal system as long there is something in the pic ex. I'm starting to think that it might be that my bios is to old or my motherboard is to old.
So I uninstall the amd drivers with the card still installed, restarted the computer but no output from the the two dvi ports of the card, the computer runs normally ,but again just a black screen appears this time no blue screen of death. I'll try reinstall the drivers using my phone.

couldit be that the drivers just don't work with my mother board or something, because it seams that the card starts up and kinda gives me a a signal ( displaying the bios and wh not), indicating that that it just docent know to transmit information to the card, maybe??

Did you upgrade the power supply?

Hi, Itosart!....Did you check the new video card's compatibility with the old PC? Did you check the Power Supply output of the PC and the Power requirements of the new Video Card? I replaced the video card on my old Inspiron 530, and the new card required a more powerful power supply than the one originally provided by the PC maker. I had to get another video card that will match the PC's power. You will find the Info in the Video Card's instruction sheet. Good luck!

Note that he says he has a Corsair 550 watt PSU so that is not an issue unless the 6-pin power cable was not plugged into it.  What bios version are you running?  PCI Express 3.0 should be compatible with your 1.1 version, but it's hard to say.  If you have the latest bios, it's either not compatible or a bad video card.

I really doubt a BIOS from 2007 will support a modern card ... is there a bios update available?

Corsair 550W is too small and not EPS12v 2.93 certified with single rail guarantee of 50 amps 12v.

I would not recommend a power supply less than corsair TX750 for this card.

http://support.amd.com/en-us/recommended/power-supplies/detail?item=TX750%20V2

Thats why it uses a 6 pin PCI-E aux power connection.    75W from the X16 slot plus 150W

Certified power supplies are recommended. Refer to http://support.amd.com/us/certified/power-supplies/Pages/listing.aspx

Well I had a Radeon 5770 before this card, and it worked fine, I'm not convince if is the PSU, because it would not even trun on if that was the case, and as far as I know my card before consumed  about similar power. plus the manufacture says I only need 500 for this card.
Thank you, I might buy a new PSU but I'm not sure jet.
I do think that it has to do more with the BIOS, I'm not sure what update can I get for my motherboard, none of the ones in the Dell website seams to match mine.

running at max load a system with a HD 7790 draws about 260w http://www.legitreviews.com/amd-radeon-hd-7790-video-card-review-w-gigabyte-sapphire_2157/12

That's 600 watts and there's no way this video card needs anything close to that.

I suspect that the power supply is fine and that the card is simply not compatible with the BIOS.

I also had trouble with my desktop. My system had 3GB RAM, ASUS GeForce 8400 GS with 512MB and it was running fine.

Two weeks ago, I bought a new card with 1GB memory (GeForce 8400 GS) because I needed HDMI. After installing the card and drivers, any boot attempt would result in BSOD. I could only run the system in Safe Mode. I tried to different things like removing and re-installing the video drivers, updating BIOS, removing all cards and even re-install windows with no luck.

I was about to give up, when I found a forum thread where somebody resolved the issue by reducing the memory. So, I decided to give it a try and removed the two smaller memory cards (512MB each). Amazingly the system started to work. I suspect there is a memory addressing conflict with 3GB RAM runs with a 1GB memory card. I wonder what happens with more RAM.
