Nothing Happens when I go to Con. Pan. and click "Sounds"

For some reason I can hear system sounds through my headphones, but nothing from a browser...websites. If I go to the control panel and click "Sounds" nothing happens at all... just like I didn't click it. If I click the speaker icon at the bottom right of the screen then click the square icon at the top, again, nothing happens. If I click the mixer, then click one of any of the square icons at the top of the pop out window, again, nothing happens. Any ideas?

I have a Dell Studio XPS 7100 with windows 7 home premium service pack 1.

AMD Phenom(tm) II X6 1045T Processor 2.70 GHz

ATI Radeon HD 5800 Series graphics card

12.0 GB RAM

64-bit operating system

In the device manager under sound I see "ATI high Definition audio device, logitech usb headset and realtek high definition audio
