Optiplex 3040, monitor flickers, goes black
Optiplex 3040 monitor flickers, goes black, comes back on and a few icons are moved around to default locations? I have swapped all cables, swapped monitors, deleted the video driver, rebooted, then installed the latest driver from the web site, updated bios. This happens at least once a day to a few times a day and may only last for 5-20 seconds.

What specific monitor is attached to the Optiplex 3040?
Using what cable and ports on both the computer and the monitor?
Have you replicated the issue using a different monitor?
What specific video card is in the 3040?
What out ports are on the video card?
What operating system?

The current monitor is an AOC 24" but also did the same on a Acer 24" so the monitor shouldn't be the issue. lowering resolution didn't matter either. I have a VGA cable from the monitor to an HDMI adapter and also tried a display port adapter and had same results. Since connecting the Acer and updating the video drivers through the Dell site, the screen has not went black again but there is still flickering off and on through out the day. Windows 7 enterprise OS. I even connected a backup power supply to the monitor and tower encase the power source surges.. We are using all existing equipment that we used in the past (monitor, printer, wireless mouse, power outlets,ect) and didn't have this problem until we got the Dell so that is why I think it may have something to do with that machine.. Any thoughts or suggestions?

does it happen when you
1. plug you phone into pc/usb
2. right as you get/send a text or make/get call on phone

That isn't the 3040 I have, I believe mine is a micro but I have tried both 12 display port and 13 HDMI. I will use an adapter that converts it to HDMI toVGA or Display port to VGA so I can use a VGA cable to go from the adapter to the VGA port on the back of the monitor.

Yesterday when I was working on it again, the screen had a steady flicker for about 5-10 mins. At that point I started unplugged all USB from the tower(charger, speakers, mouse, printer, keyboard). FLicker never stopped. Wondering if it may be interference from the lights above(but it didn't happen before the Dell was installed) or even Power Supply in the dell or Ram in the Dell since the video memory is shared?

DVI and VGA. I just ordered a HDMI>DVI cable to give that connection a shot and see if it helps...

Since the monitor has an HDMI in port, get a HDMI to HDMI cable and connect in this way =
Optiplex 3040 SFF (Small Form Factor) HDMI out port --> HDMI to HDMI cable -- Monitor HDMI in port

the monitor does not have an HDMI, only vga and DVI

Apologies, misread your response. The Optiplex 3040 SFF has the following video out ports 9 VGA, 10 DP, 11 HDMI =
Connection options are as follows =
3040 VGA out --> VGA to VGA cable --> Monitor VGA in
3040 DP out --> DP to DVI adapter cable --> DVI to DVI cable --> Monitor DVI in
3040 HDMI out --> HDMI to DVI cable --> Monitor DVI in
