Optiplex 7040 Symantec Encryption Desktop??

Hey guys, trying to reload OS on this machine but seeing the attached image on startup, what can be done here please?

Guess what I am asking here is if there would be any way to reformat the HDD to load a fresh windows on it? If not then would replacing the HDD work?

Since the info in those links are suggesting "no way to recover the disk", I have to assume that replacing the HDD will will work?

I am trying to reload the OS but having problems, I set the boot to Legacy and tried 2 different working in7 disks on both the internal drive and from an external but getting this screen, can this be bad HDD?:

Reinstalling is no walk in the park and its not 1 step 1 reboot and you are done. Follow the steps below to install Windows 7 on the OptiPlex 7040 (or other Skylake systems) using Microsoft Deployment Toolkit 2013 Update 1

It may be a missing driver: the new Intel chipsets are intended for newer versions of Windows.

Have you considered Windows 10?

Actually. I tried again this morning it worked and I am not sure why. So win7 64 bit is installed. Only 2 drivers issues I am seeing, the USB controller and the dvd is not showing cleanly. This is the device ID for the USB controller: PCI\VEN_8086&DEV_A12F&SUBSYS_06B91028&REV_31

Would anyone be able to tell me exactly which driver from this page is the one please?

This would be the chipset drivers.

The chipset drivers need to be installed in the computer.
