Optiplex GX 280 - long delay before POST completes
Recently I have begun experiencing a long delay between when I pust the power button and when POST completes. It was at 20 minutes and now 40 minutes.
I can get it started faster by holding down the power button to shut it off, press power button to start it again and it wll come up in a few minutes.
Power button is green,
The lights in back A,B,C,D, are all green
All capacitors look fine.
I had two 1 GB RAM memory and removed one after running memtest. No improvement
Rebooted CMOS using password jumper method - no change
I have two 40 GB hard drives. I unplugged one to to see if reducing power up load helps and no improvement.
I did notice that on my heat sink two of the four copper round upper tube ends seem like they maybe melted/caved in.
After its been running, when I shut down computer and immediately power up it starts fine.
If this a power suppply issue? Mother board? Alien infestation?

As it turns out the monitor was bad. The clue should have been as noted by RoHe "According to the manual, if all 4 diagnostic LEDs are green, it successfully completed the post."

So do you mean there's a lag in loading Windows after the 4 LEDs turn green?
Have you run the extended diagnostics on the hard drives?
What happens if you disconnect all peripherals except mouse, monitor and keyboard?
Have you reseated all PCI cards and RAM modules in their slots?
Do you have a USB flash drive plugged in somewhere?
When was last time you replaced the motherboard battery?
Look in Windows Event Viewer for warnings about "thermal events", etc.
Is the system connected to a network?
Have you scanned thoroughly for malware recently?
