Stuck monitor screen

Dell Dimension 3000
My computer monitor is locked in the sleep mode and the key board/mouse is not communicating with the monitor.  THere is power to the computer however the light is a solid amber.  I have attempted to reboot and also unplug all devices and plug back in and there is still no response from the monitor (still sleeping).  Do I have a fixable issue or do I need professional service?
 
Any guidance is appreciated

Unplug the computer and then hold the power button in for about 10 seconds, till the power light goes out. Plug back in and try to start

Here is what Dell says about the solid amber power light:

# If the power light is steady amber, a device might be malfunctioning or incorrectly installed.

* Remove and then reinstall the memory modules.

* Remove and then reinstall any cards.

* Remove and then reinstall the graphics card, if applicable.
