System Recovery Settings

How do I establish a System Recovery program on my desktop. Running Windows 8.1, I can locate the correct area in the Control Panel, however, am blocked to configure program or to turn it off or on. Message given "Configuration is disabled by your System Administrator.

Any assistance would be appreciated....
